Government's Initiatives to Address Challenges in Powerloom Sector

In a recent session of the Rajya Sabha, Smt. Mausam Noor posed several pertinent questions regarding the challenges faced by the powerloom sector in India. The Minister of State for Textiles, Smt. Darshana Jardosh, provided detailed insights into the government's efforts and initiatives to address these challenges effectively.
The first question pertained to the progress of the advanced stage baseline survey aimed at identifying the actual gaps in the Powerloom Sector. In response, the Minister highlighted the Textiles Committee's work under the Ministry of Textiles. The committee has prepared a comprehensive framework for a baseline survey of the powerloom sector. This survey aims to assess technology levels, operational practices, market dynamics, and socio-economic aspects associated with the sector.
Moving on to the steps taken to address challenges faced by the unorganized Powerloom Sector, such as outdated technology and inadequate capital, the Minister outlined the government's past initiatives and ongoing efforts. The last baseline survey conducted in 2013 revealed the presence of approximately 24 lakh powerlooms, supporting a workforce of around 44 lakh individuals across the country. Based on the findings of this survey, the Government launched the PowerTex India scheme with an outlay of Rs. 487 crore for the period from 2017 to 2021.
The PowerTex India scheme aimed to tackle the identified needs and challenges in the powerloom sector comprehensively. Its key components included the Group Work Shed Scheme, PM Credit Scheme for Powerloom Weavers, and In-situ upgradation of Powerlooms. These initiatives were designed to foster growth, employment, and overall development in the powerloom sector.
It's noteworthy that PowerTex India has now been subsumed under the Textile Cluster Development Scheme (TCDS), reflecting a strategic shift towards integrated and cluster-based development approaches in the textile sector.
The Minister's responses underscore the government's commitment to addressing the challenges faced by the powerloom sector through structured surveys, targeted schemes, and policy interventions. These efforts not only aim to modernize and upgrade technology but also to enhance the socio-economic well-being of workers associated with the sector, contributing significantly to India's textile industry's overall growth and competitiveness.
